Salem is being held under in administrative detention in Ketziot prison in the Negev. He was arrested at the start of 2003, aged 17, and taken to Qadumim prison where he served six month of administrative detention. On 21 June, the day he was due to be released, the Israeli General Security Services slapped a further six-month sentence on to his detention order. After an appeal, this was commuted to four months, but on 20 October 2003, the day he was due to be released, he was sentenced to another four months. The arbitrary extension of administrative detention orders is a common practice by Israel.

One of them is 15 year-old Mohammed Salem Al-Harbawi from Hebron, who was arrested last week on 20/07/03. He was taken to Atzion detention centre where he has been visited by a lawyer, but has been unable to see or communicate with his family. The unhygienic conditions in this centre mean that most inmates, including Mohammad, suffer from skin diseases, including boils. Mohammed was affected so badly that he was taken for hospital treatment on 28/07/03. After the doctor had examined him, Israeli border guards took him back to the prison. On the way, the guards stopped the jeep and started to attack him inside the vehicle. The five guards beat him to such an extent that he lost consciousness.

B'Tselem has found that in many cases IDF soldiers fire live ammunition at civilians who are outside their homes during curfew. Over the past four months, soldiers have killed fifteen Palestinian civilians in these circumstances. Twelve of the dead were under the age of sixteen. Testimonies presented in the report also describe the firing of tear-gas at civilians, both to notify the residents of imposition of curfew and to punish residents who were ostensibly violating curfew.

A month into the Palestinian school year, the UNICEF Special Representative in the Occupied Palestinian Territory, Pierre Poupard, today expressed serious concern over the number of Palestinian children being prevented from attending school by Israel-imposed restrictions. "Right now the Israeli military is preventing thousands of Palestinian children and teachers from attending school," Mr Poupard said. "A generation of Palestinian children is being denied their right to an education."

On March 16, Rachel Corrie, a 23-year-old American peace activist, was crushed to death by an Israeli army bulldozer. She was killed, trying to protect the home of a Palestinian doctor, his wife and three children. Less than one month later, Tom Hurndall, a young photographer, was shot in the head by the Israeli army in Rafah. He currently lies in a vegetative state at the Royal Hospital for Neurodisability in Putney after suffering severe brain damage from which he is not expected to recover. On May 2, James Miller, an award-winning British TV cameraman, who was making a documentary about Palestinian children in Rafah, was shot dead by the Israeli army.

In the latest attack on civilians, three Palestinians were shot dead by Israeli soldiers yesterday evening in central Gaza Strip. Contrary to claims made by the Israeli military, the three men, all from the same family, were unarmed and were shot as they drove a car to visit relatives for the Eid holiday.
